Robert Baden-Powell started the scout movement in 1907. He developed the idea from his experiences with the British Army in South Africa. The Boy Scout program was created to improve the self-reliance, initiative and courage of youths. The movement grew rapidly and became the world's largest youth organisation. A few years after the movement emerged, cigarette card issuers identified its popularity and began producing sets of Boy Scout cards.
